With just a handful of requesters, this is already realized without any programming effort at all.

I don't think the current request scheme is going to be modified anytime soon. I've coded changes that, IMO, have put a real damper on the over-requesting. Long tracks are, however, the nature of prog and I'm not going to give a 5 minute track any preference over a 25 minute track. I say
I'm not as it will likely fall upon me to code it.
